"A superhero so inept his cat does the work"

By day, Penrod Pugh is a mild-mannered police station janitor. By night (well, also by day), he transforms into Hong Kong Phooey, a bumbling martial-arts superhero who dives into a filing cabinet and stumbles into crime-fighting. His unimpressed cat Spot usually solves the case first while Phooey trips over his own confidence. It is broad, silly, kid-pitched slapstick with kung-fu sound effects and a laugh track, moving fast and never taking itself remotely seriously. Pure Saturday-morning comfort food, more about goofy charm and catchphrases than any real plot.
